National Planning Policy Framework (NPPF)

The updated NPPF is the biggest change to Planning Policy in a generation, with Rural Landowners set to receive benefits from a more supportive and streamlined based system. 

 

The NPPF has been modernised to benefit domestic food production, animal welfare, the environment, and will support applications from farms wanting to grow their agricultural business. Top grade agricultural land will remain protected. 

The new framework gives way to sites or allocation of sites that can support the modernisation or the expansion of an agricultural business. 

This could include items such as livestock buildings, grain stores, and other infrastructure buildings so that farms can be updated. 

 

How the new NPPF can help diversification on Farms? 

The new NPPF is now clearer and stronger so can include using land for the following. 

  • Glamping sites 
  • Converting redundant farm buildings into Farm Shops 
  • Solar Farms
  • The redevelopment of previously developed land – Brown field sites 
  • Reuse, extension or alteration of existing farm buildings. 
  • Development for rural business for example tourism -outside of settlements if it is necessary. 

The need for evidence

Although the new NPPF is more in favour of Rural development, even within green belt areas, there is still the need for clear evidence for the need, good designs and engagement with the local planning authority. The new framework could lend itself to being a more consistent approach across planning authorities where in the past this may not have been the case. 

 

The new framework gives better opportunities to landowners and farmers, for either modernisation or diversification on farm both residential and commercial opportunities.
